Roads
U.S. Interstate 45 connects Texas City to Houston 45 miles to the north. Emmet F. Lowry Expressway is a six mile interstate-designed state road (F.M. 1764) that connects the heart of Texas City to the northwest portion of Texas City and Interstate 45. State Highway 3 parallels Interstate 45 into Houston. State Highway 146 intersects Interstate 45 in southern Texas City and travels along the Galveston Bay coast to Baytown, where it intersects Interstate 10, roughly 60 miles north of Texas City. State road Loop 197 circles Texas City on its east side and connects the industrial complex and the port to Interstate 45 on the south side of Texas City.

There are a system of state roads called F.M. roads that run through the city connecting Texas City to destinations to the north, west, and south of Texas City. In addition, the City of Texas City is close to the proposed Grand Parkway (State Highway 99) that will encircle the greater Houston area. Between the Grand Parkway and Beltway 8, much traffic can travel around Houston and avoid the congestion of the inner portions of the City of Houston and Harris County.
